I think it's because Wizards lack something Warlocks have or Vice Versa.

Yes, in a way Dumbledore can be more powerful than V because D is the only 
wizard/warlock V fears.But still V is very powerful- a lot more than ohther 
magical humans.i.e Arthur Weasly is referred to as a wizard but does that 
make him V 's equal? Somehow I doubt it. And Dumbledore is commonly  called 
a wizard . I think actually - correct me if I'm wrong- that the ONLY time we 
hear of D as a Warlock is in the letterhead for Hogwarts.bMaybe V IS 
classified as a Warlock but we just haven't heard the term regarding him 
before. Although when I mentioned what it says in other books should've said 
that Rowling differs much from other writers.
Oh,get this theory-anyone who has received the Order of Merlin is called a 
Warlock. But that doesn't really fly, does it? Because the wild men in the 
pub were called Warlocks. Maybe the term Warlock is used for describing 
wizards that have  potential for superior magical powers but whether they 
use them or not doesn't matter.Suppose the Warlocks in the pub were in a 
duel against a mightier Warlock and lost everything and became wild with 
depresion. Or they didn't realise their own potential.Rachel, it isn't a 
stupid question it's rather a mysterious one. Hopefully J.K will explain 
this eventually with her own reason that will make us all go "DUH!".Andrea 
(who will be pondering about this until a reply comes and then will ponder 
even more.)
P.S Why isn't there another term for witches. DON'T say sexism or I'll blow!
