Wizards vs. Warlocks

Ok, I am sure this is a stupid question, but here goes.  JKR usually 
calls magical males wizards.  Everyone who is a main character and 
male is a wizard (except for Dumbledore, who in the letterhead for 
Hogwarts is noted as a Chief Warlock).  However there are some 
warlocks mentioned, mainly in crowd scenes, at bars, etc.  They are 
usually noted as being wild.  What is the difference?  I know 
sometimes JKR twists a mythological creature to suit her purposes, 
but the warlocks seem to be magical humans.  Are they just unschooled 
magical folk?
