In HP book 1, it says there that Harry went to the same school with Dudley
before he got accepted at Hogwarts. (This was the time when Dudley and his
gang or classmates would made fun of Harry out of habit). I would presume that
other hogwarts students would have gone to some primary school too for basic
education. Hermione, being a muggle, would get to study somewhere too, since
she seems knowledgeable to things already when she arrived at hogwarts

I would think some witches and wizards act as normal muggles earning for a
living. Remember the caretaker Mrs. Figg who watches Harry when the dursleys
are away? I have a strong hunch that she could be in the "Arabella Figg" which
Dumbledore has summoned in the last part of GOF to prepare for the rising of
Voldemort. Dumbledore interestingly mentioned that Harry is safe when he is
with the Dursleys, so this could be related to Mrs. Figg...like a secret-keeper
of Harry. She could even be Crookshanks because she loved cats so much. Just
my opinion...feel free to give your two-cents worth.
