What if the symbols represent allegiances and potential allegiances 
in Hogwarts for the upcoming battle?

N = No interest to V's side (this would include all mudbloods)
Star = potential supporter of V
Circled star = open supporter of V

and the upside down pentagram could be a turn coat (to one side or 
the other).

Also, it seems to me that the squiggle on Seamus is crossing out the 
entire star and circle - not just the circle.
