Hmmmm......isn't Mad Eye Moody a person with a disability? He has 
a wooden leg and no eye? Some people with disabilities are born with 
them and some acquire disabilities in later life....

Later in life:

I'm pleased to hear that people find magical abilities later in life.
I love my "Muggles for Harry Potter" poster, but really don't think
that I'm a Muggle. SO...everyone on this list will acquire their 
magical abilities BEFORE the next book....
Oh, goodness, I can think of SEVERAL people who would look good with 
a pig's tail!
