MOM changes, Dumbldore's "watch"

Hello all-

I don't post much, but as i was re-reading the series again, i 
noticed something... In CoS Harry says that the Dursley's havent' 
given him pocket money since he was about six.  That means that at 
one point, they did give him money and was nice to him.  Could it be 
then that Cornelius Fudge took over the ministry and thats when the 
Dursleys stopped being watched carefully.  Perhaps in the early days 
of Harry being on Privit Drive, the Dursleys were nice to him, 
because they were scared of the occasional wizard dropping by to 
check up- kind of like Child Social Services.  They could show up 
after Harry and Dudley went to bed, threaten Vernon and Petunia, and 
Harry would be none the wiser.  But when Fudge took over, all this 
stopped, and they could mistreat harry all they wanted, but some 
threat continued.  Maybe if Harry didn't spend at least 6 weeks a 
year with family, the whole family would explode?  Any thoughts?

As for Dumbledores watch, this can sort of tie in with the whole use 
of time problems in the books.  Now, remember that he had a diffenent 
sort of watch, with 12 hands.  Also remember the scene in SS where we 
over hear a conversation with the ghosts about Peeves wanting to 
attend the Banquet at the Beginning of the year.  The same thing 
happens in GoF, where Peeves got upset when  he couldn't go to the 
Banquet,and upset the House Elves. could the whole time thing just be 
recycled?  More likely then not, Peeves always wants to go to the 
banquets, but there is a chance that some one is using  a big 
timeturner.  

I hope this hasn't been talked about to death, i searched the 
archive, but it is really difficult to read a lot of posts when you 
are a college student and work full time....
