Why was Harry sent to live with the Dursleys?

Harry was sent to live with the Durseley's not because of Sirius not 
being there care for him but because some kind of ancient magic 
protects Privet Drive and therefore protects Harry. Also has anyone 
else spotted that Mrs. Figg, of cat-loving fame has the same last 
name as Arabella Figg, part of the old crowd. Are they one and the 
same person? Is Arabella Figg the thing protecting Harry? Anyone have 
any thoughts on this?
