[HPforGrownups] Why was Harry sent to live with the Dursleys?

Harry couldnt have been left with Sirius because he went off to find the 
slimy little Pettigrew. He chased him and was found at the site where Peter 
had blown up all the people and cut off his toe, remember? Then i assume he 
was straight away arrested, cause everyone believed that Sirius had done it.

I'm pretty sure i am remembering this right.

Does anyone disagree?
