(paraphrasing) "Welcome back, Mr. Potter, welcome back." So unless
Harry's been to London & the Leaky Cauldron before, which is a
possibility if Lily and James took him there as a baby, the day after
the murders is about the only other time Harry could have been in the
Leaky Cauldron. Unless while on a shopping trip to London, Aunt
Petunia and the boys just happen to slip in the LC for a bit of
lunch? wouldn't that have been a hoot?

I would have thought that it was common knowledge amongst the
wizarding community that Harry was living with Muggle relations.
Indeed, many of them seem to be keeping an eye on him, as we can see
by the times people have made gestures towards him in shops (such as
Dedalus Diggle).
Therefore, my take on this was that Tom was welcoming Harry back into
the wizarding world, not back to the Leaky Cauldron, or Diagon Alley.
