I thought canon said Hogwarts is the "best wizarding school in
Britain"--doesn't Hermione say that in Philosophers stone?
And isn't Seamus Irish?
Not all wizarding children of school age necessarily ended up at Hogwarts.
Even if Hogwarts is the only school in the UK, some students could have gone
on to Beauxbatons or Durmstrang, or other unnamed schools, right?
