I had thought of that too. However, it is possible that Snape did not know
that Peter was a DE. After all, the DEs did wear masks to their meetings,
and, if we can believe Karkaroff, they did not know the names of all of the
members. I do think, though, that Lucius Malfoy knew, or at least knows now,
that Peter is a DE. IIRC, Peter stood next to Malfoy in the circle that the
DEs formed at Voldemort's rebirth, and it seemed that they stood in a
specific order. I would think that they would know the people they stood
next to.
There's something about this that confuses me, though. *If* Lucius Malfoy
did know that Peter was a DE, then he would have known all along that Sirius
was not the spy who had been giving Voldemort information about the Potters.
But Draco's comments in PoA imply that he heard from his father that Sirius
was responsible for the Potters' deaths (something that not many people knew,
according to Fudge). So did Lucius Malfoy tell his son that Sirius had been
a faithful Death Eater who had sold his best friend to Voldemort? Or did he
say that he was a traitor to all the DEs because he had caused the downfall
of their leader? What exactly does Lucius Malfoy think of Sirius? And now
that he and all the other DEs certainly know that Peter is alive, what will
happen?
Anyway, enough rambling...back to Snape. I don't think he could have known
that Peter was a Death Eater. I don't think his grudge against James could
have gone so far as to allow Peter to help Voldemort plot James's death,
especially since Snape was so loyal to Dumbledore. Also, Snape did feel that
he owed James his life, since James had once saved his. Dumbledore told
Harry that Snape may have saved Harry's life in his first year to repay the
debt to James. If Snape tried so hard to protect Harry, why wouldn't he have
done something to save James? I know that Snape is petty and vindictive and
can hold a grudge for a very long time, but I also believe that he is
extremely loyal to Dumbledore and can put his own feelings aside for what he
believes is the greater good--which would most likely have included
protecting the Potters.
