I agree with you there.  The twins are definitely intelligent and ambitious 
as well.  All of the Weasleys are, IMO, but it's not always as obvious as it 
is with Percy.  What I meant to say was that the fact that Fred and George's 
grades are not exceptional may be what has prevented them from becoming 
prefects.  I say this because James was probably a prefect, and he had as 
much of a reputation for making mischief as the twins do, but he had top 
grades along with that.

I hadn't thought of that, but it's a good point.  If Snape was a prefect, he 
certainly would have been able to come up with a reason to spy on the 
Marauders (enforcing school rules, etc.)

I wish that we could find out about the entire histories of these characters, 
but somehow I doubt that the details of their lives at school will be 
integral to the plot.  I could be wrong, though (I hope I am).
