Actually if you want to be tecnical it's against the
Rule of Three as the Wiccan Rede says.

In perfect Love and perfect Trust
Bide the Wiccan Rede ye must
Eight words the Wiccan Rede fufill
And ye harm none doas ye will
Evermind the Rule of Three
What ye send out comes back to thee

This is the way I have heard the two main tenents of
the Wiccan Tradition be said so it can be learned
easily.  Yes the Rede states do no harm but wishing it
does badly is not d+oing harm it's just a statement, 
however tecnically wishing constituts sending out
energy ( in this case negative energy) and acxcording
to the Rule of Three he will get back negative energy
three times as strong in return.
