I don't think Snape will be the Next Headmaster.
At the end of GoF, Dumbledore asked him to do
something that it still unknown for us.
Personally I think it has something to do with
the past as Death Eater of Snape. Maybe a double spy...

Anyway, I think McGonagall is a better shot. She is hard,
but imparcial, and everybody knows that Dumbledore wants to
keep Howgarts protected. The past as Death Eater of
Snape may put Howgarts in danger, and that danger will
increase if he become the Headmaster.

In the other hand, Snape has a *bond* with
Syltherin, from which the mayority of Death Eaters
came from (remember Malfoy, Avery, Crabble, Goyle...)

I am not aware that it is stated that Snape is a Deputy Headmaster in
any of the books, however, it seems to be so.  It seems that, at most
problems, whenever McGonagall is around, Snape is too.  Was Minerva
ever Head Girl?  I don't recall it ever being mentioned.  All in all,
i believe that McGonagall is fair and unbiased regarding houses (ok -
maybe a little...not as much as Snape) so Minerva would be a better
choice.  Dumbledore is not stupid, therefore I do not believe he
would choose Snape.  Also, I believe Snape's behavior towards Sirius
might sway his opinion towards putting McGonagall in charge when he's
gone (which, hopefully - is not soon...)
