It's long, but not outrageous.  I would want to allow a good couple of hours to drive to Kings Cross from Surrey, depending on where I was starting.  Maybe a bit more, given there is only one train so you really can't miss it.

I agree with Edis that Paddington for Surrey is odd.  I'm not sure if it's completely out of the question - it certainly constrains the location of Little Whinging.

I have always wondered if anyone was home when Harry got back.  He and Hagrid left on the only boat (Hagrid arrived by magic) that morning while the Ds were asleep.  They would have had to wake up, discover they were marooned, figure out a way to get back, and get back, all in a day.
