People have brought up that idea before, and it just doesn't sit well 
with me for several reasons:  "Later in life" to me implies adult age, 
not a 15 year old, which is what Dudley will be in OoP.  Next, I know 
JKR said in an online chat (sorry Amanda, I just don't remember which 
one) that Harry has not *yet* used magic on Dudley.  To me that 
implies that Harry will be the only one of the two using magic.  I 
also feel that it would be, well, a bit stupid if Dudley suddenly 
develops magical abilities.  JKR would have to do a really good job 
there for me to be comfortable with that.  Hasn't Harry suffered 
enough at the hands of Dudley?  I do not want to see Dudley rival 
Harry any more than he has.  Even if becoming magic would mean a major 
rebellion against mom and dad for Dudley... it just doesn't sit well 
with me.

I'm going on a lot of implications and not canon here, but I can't 
shake the feeling that Petunia is a witch; I'm sure I'm not the only 
one *gestures furiously at Magda who may be in agreement*.
