The canon, limited as it is, points the other way, not that this might not
be a glorious bit of misdirection, on a par with the knife at Ron's throat.

However, Karkaroff claimed that all the names he named were those of
"important supporters, mark you.  People I saw with my own eyes doing his
bidding."

Now, Karkaroff is on the hook, and quite plausibly might be lying to get out
of Azkaban, but as a matter of fact there appears to be little doubt that
everyone else he named *was* an important supporter, and did do horrible
things.

So I'm unconvinced, but until JKR comes out and tells us that Snape thought
he was really  joining the Young Conservatives and that all he ever did for
Voldemort was make the tea I think we'll have to agree to disagree.
