But wizards who lived or were residing there might still have wanted to go.

I actually wonder if it's possible to Portkey from the South Seas (including
Australia) to the UK. In QTTA< JKR says that one cannot apparate
transcontinentally - perhaps portkeys have a larger range, but not an
absolute one. It might've been the case that wizards & witches from
Australia had to get to Asia somehow, then portkey from there, thus avoiding
the need to arrange portkeys on that continent.
