Could it be that the Longbottoms put away some of Snape's friends?  As a convert to light, he would presumably want them to be converted, not Azkabanned.  On an arc from Dumbledore through Moody to Crouch Sr, we don't know where the Longbottoms (or Snape) stood on what to do with DEs.

Not an excuse for victimising Neville, but an explanation for his attitude?
