  I thought up until GoF that Snape was just mean.  But after finding out that Snape was a spie DE for dumbledore, I came to think that Snape's picking on Neville and other kids whose parents are not associated with DE was to strengthen other people's views on him being bad and possible DE.  Snape's favortism to the slytherins,especially Draco, is sure to get back to the parents. This would make sense to DEs, and I think they would expect it. DE would probably expect him to be harsher to Harry and Neville (remember Neville's parents were aurors, a couple of the best)  . Therefore, it does serve a purpose. It is essential for someone who is a spie to maintain pretenses. So, I think Snape is not so much as a petty mean as much as a harsh and a little cold. I think it is understandable given his situation and character history.  

I do feel sorry for Neville, I like him a lot. I can identify with his forgetfullness, and how other people get frustrated in response. I can't wait to see him get stronger, I am sure it will happen eventually.  Already he has shown strength of character when it really counted.
