My theory: The man who rented the boat to them went down to the shore
to see if it was there the next morning and saw the Dursley's
standing helpless on the island.  He rowed over to get them and Aunt
Petunia and Dudley cowered in the furtherest part as the man chewed
out Uncle Vernon for not securing the boat during the storm and
letting it sink.  Uncle Vernon sulks in his seat as he listens to the
man complain about the only logical explanation he was able to come
up with on short notice and knowing that he'll be expected to fork
out the full cost of the missing boat when he reaches the shore.  The
man will accept the money without telling Uncle Vernon that the boat
is where Hagrid left it, pocketing the cash and thinking fond
thoughts about gullible landlubbers.
