MoM? Neville being under the influence of a memory charm is one of my
favorite theories, but you think it's an MoM thing? I always thought
well-meaning relatives did it.

Or, he could be sublimating onto Neville his guilt and self-anger at not
having succeeded in warning the Longbottoms. I am of the camp who feel
that Snape was the one who warned the Potters, and it seems clear to me
that in book 3 he is still angry that James discarded his warning and
died as a result. There is anger at Sirius and James, but I think he's
probably also frustrated that he just can't manage to get his point
across, these idiots just don't *see* or *believe* or whatever, and some
of that's bound to end up as guilt that he didn't manage to convince
them. (See earlier discussions of Snape's justifiable irritation in the
Shrieking Shack when he comes in to save our Trio and they treat him
like, well, a distraction.)
