A Portkey Question ....

SO this has probably been discussed and theorized about and cut to 
bits already, but hey, I missed that post >grin> so here goes.

In GoF, when Mr. Weasley, and the boys and girls head to the QWC, 
they take a portkey from Stoatshead Hill (or somewhere like that).  
They find they key, and then have to wait for the proper time that it 
will work (7 past 5 ... or there abouts).  Once they get there, they 
are told to move out of the way because they have another one coming 
in at 5:15.  

Fast forward to the Third Task.  Harry and Cedric both grab the Tri-
Wizard cup, that, as we are told later, has been made into a 
Portkey.  

Still with me?  Ok, why do the other appearances of the portkey 
require specific times, when the Tri-Wizard cup does not?  I'm going 
with Moody/Crouch, Jr. didn't know the exact time Harry was going to 
touch the cup, or that Cedric was going to touch it with him.  

Are there 2 different types of portkey?  1 that is on a time schedule 
and another that activates whenever it is touched?
