I imagine the difference is that there were going to be a LOT of portkeys
coming in for the the former, and only one for the latter.  They HAD to
schedule for the Quidditch tourney, or there would be bunches of people
coming in all at once and that would be... bad.  Who knows if you can even
have multiple portkeys keyed to the same place coming in at once?

With the Tri-Wizard cup, it was one portkey total, so it could be keyed to
activate when touched.
