Michelle's notion of seperate letters for the Muggle-born students 
must be true to some extent.  They would have to have a more in-depth 
letter explaining just what Hogwarts and the wizarding world are.  Can 
you imagine if, as a muggle with no knowledge of the wizarding world 
all your life, your child then received in the mail an invitation to 
attend Hogwart's school?  I'm sure you wouldn't accept, knowing 
nothing about it.  It would sound quite ludicrous, especially with 
such a brief letter as Harry received.  The letters the Muggle-born 
children get must be more explanatory than Harry's was.  (And of 
course Harry didn't get a letter like this since he was technically 
wizard-born.)  Perhaps in these other letters an alternate way of 
responding is also proposed.  I would think Hogwarts could easily get 
a P.O. box or something and have people respond there.
