~I think there are two things stopping this (or possibly only one, a
combiation of the two) apart from leaving a trail etc.
1* It is hard, advanced magic that probably isn't able to be done by
most under-aged wizards and witches even if they could do it legally.
2* Splinching, which seems happen when the spell isn't done properly
(which ties in with the under-aged not being powerful enough).
In Book 4 Arthur Weasley says:
"It's not easy, Apparation, and when it's not done properly it can
lead to nasty complications. The pair I'm talking about went and
splinched themselves."
