My guess is that BC2 didn't care whose hand touched the Portkey 
besides Harry's, and that if somebody else got taken along for the 
ride,  oh well -- one more person falls before the mighty death 
eaters.

I believe Harry's hand triggered the PortKey and that Cedric, had he 
touched it alone, would've just picked it up. 

I dunno :)

But I imagine Crouch didn't consider or care who else if anyone was 
brought along when Harry was delivered to the Big V.
