What makes you think that was the *first* time Fred and George had
*borrowed* the car? I thought that was JKR's take on the sort of
joyriding some kids do on occasion.
I don't think the Ministry keeps as careful a lookout for underage
wizards who aren't with Muggle families. Kind of like underage drinking
at home. It's frowned on, and technically illegal...but the government
doesn't go around trying to stop it.

Typical teenage cockiness. They hadn't thought as far as "how do
we explain Harry showing up?", don't want to admit it, and are now
blowing off the potential problem. It's similar to the way Sirius
ignored the consequences of his werewolf prank.

Perhaps degnoming by magic is an example of the underage magic
that underage wizards aren't allowed to do.
