  Perhaps Dobby did tip the MoM off to the hover charm, or perhaps there is
just special surveillance on the Dursley's house as Harry is there.  They
did know about Aunt Marge, but decided not to punish that offense.  Maybe
Harry has special surveillance on him because of his importance, and perhaps
the MoM is afraid of magic that would mistakenly interfere with the special
protective magic they have on Harry when he is in the care of his relatives.
Just a thought.
