I like that theory but I think I may have another one. It may not be too good 
so feel free to tear it apart! LOL In most (if not all) of the other cases 
it's hard to tell who did it unless they actually see them doing it. In the 
woods it could be any older witch/wizard. There was tons there. At the 
Weasly's house it could easily be Molly or Arthur. At Harry's they may have 
just detected it and assumed it's Harry. Who else is it going to be?

They may just tell them they can't use magic but don't enforce it too well. 
They may expect the parents to take care of it. If there really is 1,000 kids 
at Hogwarts, that's a lot of kids to monitor. The idea sounded better in my 
head. *shrugs* I still like the theory that Dobby told them.
