     Actually most of the school systems in the U.S.  (i'm a student 
there still) have a cut off date of like September 1st.  My best 
friend's birthday is September 4th and she's one of the oldest in her 
class.  So I disagree with you.  I think Hermione turns 15 in 
September of year 4 and so on.
