The Lestranges haven't been kissed, just imprisoned in Azkaban, so while
they should be in worse shape, mentally, than Sirius was, unless they too
are unregistered animagi (or, for all we know, they might be registered
ones) they're not soulless. 
Well, not in that way. Anyone who would torture neville's poor parents is
certainly metaphorically soulless
