Nobody is born evil in the Potterverse, IMO. I think this is the
whole point about the giants and Lupin, and I'm fairly sure we'll see
it with Snape too. Harry could see Riddle's POV over being expelled
to an orphanage.
GRHS worked together because they believed in magical education.
Later, they discovered they didn't agree abput everything and fell
out. But Gryffindor could still recognise the good in Slytherin, and
put the relevant bits into the Hat. I doubt if Dumbledore would
consider he had the right to change the set-up with the Sorting Hat -
I think he would say he's just a temporary steward, handing on what
he's received.
