All the kids are affected by the Dementors, although not as much as
Harry is and so are many of the adults in the book.  They just hide
it better.

The sight of the Dementors on the ground would have been startling to
Cho and she reacted instinctively by pointing and crying out.  I have
seen people react the same way when they were startled without
warning.  I don't think there was any motive, ulterior or otherwise. 
She just reacted to an unexpected sight.
