Harry's mother (Lily Evans Potter) was apparently "Muggle-born,"
that is, a witch born into a Muggle family -- rather like
Hermione.  I'd have to go back and check to see if Harry's mother
is ever referred to as simply a "Muggle."  But it would be easy
to mix up the two, and somebody like Draco Malfoy might do it
deliberately in order to be insulting.
