She sent it.  It would be a major loose thread in the book for JKR
not to clear up if Lockhart did it.  Ginny could have told Ron that
she didn't send it and Ron would have told Harry and they would have
had a fresh reason to dislike Lockhart and bug Hermione about her
crush on the guy.

Ginny was just the right age to think the gold-winged trolls really
were romantic and cute.
