If you read the new magical beasts book, it lends some insight into 
the goblins and their relationship to MOM.. They're most definitely a 
seperate entity from the Ministry, which probably has something to do 
to the rebellions that have been mentioned several times. I think 
they're soveriegn in some way, which is probably why they maintain 
the bank, being sort of an impartial third party.
