Summer Schools and Discipline policy

Some people have been querying whether the return dates in one of the
Comic Relief books indicates a summer school at Hogwarts.

I should point out that the concept does not really exist in the UK.
There have been some government schemes very recently but these are very
much a new thing and they seem to be more in the state sector. Hogwarts
has always struck me as being run along the lines of a traditional
English ( or even Scottish ) public school.

I should also point out that in such schools most of the time Expulsion
is at the headmaster's discretion.

Most public schools have a chaplain ( and therefore some kind of place
of religious worship ) who fulfils the role of counsellor.
