I think that Dumbledore finds the Dementors totally abhorrent and 
refuses to allow them into Hogwarts.  He made a huge concession in 
allowing them to guard Hogwarts during PoA, and is furious with Fudge 
for bringing one in to administer to Barty Crouch.

I think you're right that the Dementors don't have a strong 
allegiance either side.  Dumbledore says that they are more likely to 
join Voldemort because he will give them more scope.  At the moment, 
they are very rigorously monitored.  I don't think they care, as long 
as they can continue to feed on happiness and administer the odd kiss.
