I think the MOM only uses memory charms for removing a single memory 
from someone who otherwise is completely unaware of the magical world 
to keep them unaware.  The Dursleys are aware of the magical world -- 
because of Lily, because of Harry, because of Harry going to Hogwarts -
- there's no need to conceal things from them.  Likewise, Hermione's 
parents are aware and supportive.  

An interesting question though is what happens if a muggle family with 
attitudes like the Dursley's produces offspring with magical powers?  
Perhaps some sort of investigation of the family attitudes is part of 
the selection procedure for muggle-born wizards before they are invited 
to Hogwarts?
