Mr. ollivander is the first to use the "He-Who-Must" in PS/SS,
Chapter 5 (".... I think we must expect great things from you, Mr.
Potter.... After all, He-Who-Must-Not-Be-Named did great things --
terrible, yes, but great.") In addition to Dobby in CoS, Lockhart
also uses the phrase to Harry in Chapter 6 ("...a few people have
heard of you, haven't they? All that business with He-Who-Must-Not-Be-
Named!")
In PoA, only Pettigrew and Trelawney use the phrase (the latter sfter
her "prediction").
