Surely the reason Fawkes doesn't catch the Basilisk's eye is that it is in fact a very difficult thing to do. Consider the evidence...
Catching its reflection in a puddle - easy.
Using a hand mirror to look at it round a corner - a doddle.
Through a ghost, darkly - straightforward.
Spotting missing roosters - even a lovable giant can do that.
Caught on candid camera - been done.
Pecking the eyes out in the heat of battle - more tricky, does require a Phoenix.
Controlling it with Parseltongue - if you've got it, you can do it.
But to actually look into its eyes takes someone of real magical skill and strength, perhaps as rare as Harry's unique way with Avada Kedavra. Ladies and Gentlemen, I give you...
tada
...Moaning Myrtle
