Hmmm - I kind of think this is Ron's personal issue.  He comes from a 
big family, yet I don't hear any of his siblings complain about being 
ignored.  Yes, I know his siblings do stand out in special ways, but I 
think Ron is just as unique as Percy with his grades or the twins with 
their antics.  I see no evidence that his mom loves him any less than 
Ginny or his brothers.  In fact, it is Ron we see getting his smudgy 
nose wiped by his mom at Platform 9 3/4 when we first meet the 
Weasleys, showing us right away that his mom does pay attention to 
him.  She punishes him along with the twins in CoS when they "borrow" 
dad's car, and she listens to Ron talk about how he did on his finals 
in GoF.  

There have been plenty of times when my mom forgot something I told 
her or bought me something I thought she'd know I wouldn't like.  It 
happens.  I think Ron has high expectations of people which sometimes 
can be a disappointment for him.  He certainly expects Hermione to act 
as he would in just about every situation and he was furious at Harry 
in GoF when Harry's name came out of the goblet, through no fault of 
Harry's.  I'm sure there are times Molly does confuse the twins or 
makes too much noise when Percy is studying or doesn't send an owl 
back to Bill fast enough...  Besides, maybe Ron's sweater doesn't need 
an initial because his family and friends know him well enough 
already.
