For you first paragraph/question, the keyword is "RESPONSIBLE". Fusge didn't 
say he killed several people, only that he was responsible for several 
deaths. Which he was. 

It is very possible Fudge is a bad guy though I doubt that he killed anyone 
himself. Perhaps, if he *IS* evil, he just uses his powers as Minister to 
help Voldemort out. Or a theory I like better is that Fudge is not on the 
Dark Side....yet.
