Hi,

Bagman is indeed still in his Quidditch playing hey days, as Harry notices
right away when he comes in. The indictment was that he'd been " caught
passing on information to Lord Voldemort's supporters" The information is
never specified to be MOM-related. Bagman even says he didn't know the
people he'd been talking to were deatheaters, and that "Rookwood kept
talking about getting me a job in the Ministry later on ... once my
Quidditch days are over, you know... I mean, I can't keep getting hit by
Bludgers for the rest of my life, can I?"

This in my mind suggests that this Rookwood was himself in the Ministry and
thus had the leverage to get Bagman the afore-mentioned job. So it would be
illogical that he'd pass on MOM-related information. Perhaps the information
was even about rigging his next Quidditch game...We all know old Ludo has a
bit of a gambling problem!;-)
