Lockhart is a liar.  All we know for certain is that an Armenian 
warlock saved a village from monthly werewolf attacks ("No one wants 
to read about some ugly old Armenian warlock, even if he did save a 
village from werewolves.").  Perhaps the Armenian used a potion 
identical to one that Snape gave to Lupin, and Lockhart's claim of a 
potion that actually turned the wolf back to a human was mere 
embroidery.

Good catch, though!  Given that Remus Lupin can't have been the only 
child to have been bitten by a werewolf, you would think this claim 
of a possible "cure" would attract a lot of attention.  
Professionally, I work with autistic children, and I've come across 
many a quack out there promising a miracle cure ("Harry Potter and 
the Chamber of Secretin") that many desparate parents are only too 
eager to seize upon.
