Caius' explanation is perfectly good, but here's an alternative:
The homorphus charm indeed transforms a werewolf temporarily into his
human form, but only for as long as the wizard is pointing his wand.
This is quite long enough, however, for the villagers to identify who
the werewolf is.
Once full moon was over, they then murdered the werewolf (or he ran
away). Problem solved.
