Ron's first wand

I'm just wondering something.  If the wand chooses the wizard and all that, 
then how could Ron use a second hand wand.  That wand chose Bill or Charlie, 
why would it allow Ron to use it. This may have already been discussed, if 
so I am sorry.  I may be just confused.
