Wizards can use other wizard's wands -- Crouch Jr. conjured the dark mark
with Harry's. I believe there's a discussion of this by Mr. Olivander who
says that one just doesn't get as good results with somebody else's wand
(particularly if it's broken, just ask Lockhart).
This point may become important in book 5. One way of looking at the "order
of the phoenix" is that AD's phoenix gets plucked to provide cores for wands
that are distributed to AD's forces for use against Voldemort. These wands
might not "pick the wizard" but they would have pretty much the same effect
against V's wand that Harry's did in the duel. Could the "order of the
phoenix" refer to the recipients of such wands.
