Maybe Macnair is an assasin.  An enforcer of sorts for Voldermort.  I do 
think he is human, he just doesn't act like it.  I think that Macnair 
probably did a lot of the dirty work while Voldermort was in power.  He 
enjoys killing, so he got a job where he could continue what he obviously 
enjoys doing based on his reaction to Buckbeak's sudden vanishing act.
